It is actually part of a microphone/sensing/GPS device installed with a directive from the National Security Agency (NSA) in conjunction with the National Highway Traffic Safety Administration (NHTSA). DO NOT, REPEAT, DO NOT remove or tamper with the device. (also on Canadian vehicles)
