I think the hole is there for air pressure equalization. When the coolant is drawn into the radiator as the engine cools down it prevents suction from forming in the coolant storage reservoir. You shouldn't lose fluid from this hole unless you are overfilling your reservoir.

If there is a hole in the tank how could you not lose coolant to evaporation if it is 50% water?
