I assume you're trying to turn the fog lights on with the head lights on, right? Just making sure since they'll only come on with the headlights and I was taught to start with the simplest questions first when diagnosing.
If you're doing that, the problem is at the stalk since the indicator light won't even work (will only work with fog switch on and headlights on). The output from the stalk goes to the computer which controls the output to the indicator on the dash and also to the relay which controls the fog. If you're not getting the indicator, I doubt you're getting any signal to the computer so you definitely won't be getting power to the relay and fogs.
