Agreed, but the thing is: when is it safest to fiddle with your iThinkForYou and other idiot devices (said in the same jesting manner in which we used to call the television "the boob tube", back when "boob" meant "idiot")? While moving or while stopped?
A: while stopped at a stop light or stop sign. It is a place where stopped vehicles are unexpected. Sure you can still get rear-ended, but my point is that "texting while driving" doesn't count for when you're stopped. That's not distracted driving that is likely to get you and others killed.
The problem hardly lies with people distracted by their devices getting rear-ended at stop lights. That's only a theoretical possibility that so rarely happens that it's often not even thought about (I'm sure it has happened, but I doubt the likelihood is anywhere close to being above statistical zero). The problem is in people who are distracted while moving, and thus not watching where they're aiming their 1.5 ton missile traveling over 60mph.
