I think I understand what you're experiencing. My seat belt "sneaks" up on me .... but, I just got into the habit of letting it back and re setting it a bit to give it less tension (a little slack). However, this technique has to be done every now and then.
Now, my wife got herself one of those seat belt clamper things that fits on the belt part and doesn't allow it to retract any more than where it is set.
Yes, folks, I know ..... that may very well be somewhat of a safety trade off .......

She also turns the headrest around backwards ..... cause it bugs her.
Her theory is, that they way I drive, if we go off the side of a mountain ..... whiplash is going to be the least of her problems .....
