COD is cash on delivery, it simply means that the receiver pays costs associated with getting the package across the border....
exchange rates fluxuate.. buying now is more expensive than a year ago, this is a given....
tarrifs and tax rates can easily be looked up....
seriously dude, your "surprise" comes from not bothering to research the variables involved, this is hardly the system's fault.
i used to get all angry myself, until i just read up on it.. and it became pretty clear. One key thing is to talk to the vendor and ask them how they will label the products in their paperwork.. and just go off that.
if you've ever bought stuff from China or HK that gets the super low shipping fees, it's cuz they just mislabel stuff, buy a camera lens and they'll put "glass" on the packing slip... derp.
