Your bank doesn't care, PayPal cares. So there's two lines of defense:

1) PayPal (within their period for disputes)
2) Credit card company (if option 1 fails and assuming you paid with credit card)

To avoid this, ideally the admin should set concrete rules of either product w/ forum name on a piece of paper, or prohibit all sales with a "PayPal gift" option. All sales should be via normal PayPal or otherwise verified method of payment, to avoid these types of situations.

Yes, scammers will still try to game the system. However, by using a normal PayPal method of payment for a product, you as a buyer will be protected, and so will the seller.

Sometimes saving 3% means losing 100%.
