The downside to lower end wheels is that they are usually heavier and have a less durable and/or nice finish.

Hundreds of thousands of people run XXRs and other branded knockoffs including Bremmer Kraft, and if they were really "unsafe" they wouldn't be for sale. If the wheels are sold by a reputable retailer, then they are JWL, VIA etc. inspected and certified to meet safety standards. Buying some random no name wheels with no JWL, VIA etc. stamping from some shady guy is another story.

If you hit a deep pothole at a bad angle or go off the road, it doesn't matter what wheel you have, it will be damaged and bend, that's just physics. The stronger the build and material will mean it may not crack as bad, and may eat the impact better, but there will still be damage. For every picture of broken or bent low end wheels you will find a picture of broken or bent high end wheels.

Point is anything you buy from a dealer or retailer is completely safe for road use, the wheels will not just break or bend while driving unless they come into contact with something. Buy what you like in your budget, but if you care about performance of the car consider weight and size of the wheel. The wheels you like weigh in fairly heavy compared to the wheels they emulate and need to be 18x9 +42 to have that concave look in the picture.
