It is entirely possible to get close to that number. If I didn't purchase extras or accessories with mine, it would have been under $26k after tax & dealer fees (not including financing interest). Just depends on where you live and what you can haggle down with the dealer.
In SC we pay $300 max for sales tax, but we make up for it in having to pay somewhere in the neighborhood of $450 yearly in property taxes.
As far as under 25k? Bout the only way you could possibly get that number is with the grad or military discounts but even then it would probably go over 25k.
