Even then...I'm sure some of the guys with the JR kit will likely want a more aggressive tune to use since they already have that exemption sticker slapped on there
I know that if the factory kit for KW is ever certified, there won't be anything stopping anyone from slapping on the CARB sticker for the base tune and then simply reflashing for a custom one.
