Any dealer should have a good feel for who is serious or not. Hell the dealer where I went to "look" at the car put some plates on the car printed out a loop to drive, handed me the keys and off I go with the wife. Half an hour later we are back and finalizing a deal!
An unwillingness to allow someone to test drive a car would send me to another dealer.
