Yes, a NA car with E85 get 0.75 total.

No penalty for 100 octane. Why? 1. Anyone and everyone has equal opportunity to use it; it's readily available AT the track and every stock ECU will utilize it. 2. no way to realistically enforce it.

E85 and 100 octane are nowhere near similar. E85 will make more power than using leaded C16/Q16. Remember, E85 also dramatically cools the intake charge.
