Wider wheels with the same size tires will give you better response but will break away less progressively because it changes the profile of the tire. They also give more room for bigger fixed brake calipers.

It's an underpanel for aerodynamics. The other side was probably only taken off for measurement purposes. I wonder if the Scion will actually include this stock or if it will be a part of an aero/spoiler option.
