As for what you should do? No, you don't have to go until it starts blinking, but you should base your fuel usage on how much fuel it takes to top off the tank, not how much you think is gone based on the gas gauge.
Finally, 140km down to the bottom quarter is really bad, but it is possible depending on driving style. As I asked above, how are you driving?

Exactly you just said it. I've done 140km when I did my 2nd fill up with the last quarter left. putting exactly 32 litres of fuel. That I can tell you for real.
