In the past, HIDs haven't been enough of a problem for police to worry about. Now, with more and more on the roads, I'm seeing more people being pulled over for them. Mostly these people are sticking the PnP bulbs in a reflector housing and they deserve to be pulled over. In states like NC that have no real inspection to speak of, true retrofits and PnP kits in halogen projectors won't be an issue, but you'll start seeing more state inspection places and police looking for these items now that they're becoming more common.
It's like texting and driving. Police didn't look for that 5 years ago since it wasn't common, but now that it's widespread and dangerous as well, more people are getting ticketed for it.
