CR plays a role obviously, but look at Mazda, 12:1 compression ratio with regular. It's possible.
That said, I don't think anything over 91 is actually necessary, because car companies know that California has nothing over 91, and California is a pretty important market. It'd be great if 89 were the actual required one, as you could tune for 91 and get moar power.

"Race fuel" (anything higher than 91octane) in SoCal is only sold in the baller cities, as far as I know. Example, my cousin who drives a GTR drives all the way to Pasadena's 76 station just to fill up on that shit. He doesn't even "race" it, but that's a whole 'nother story I'll tell y'all at a diff time lolz.
