No the pic you showed has HIDs fitted to the fog lights. The factory come with stock bulbs, which won't be as white as the headlights.
BRZ would have the same stock bulbs on their foglights. Don't use that as a buying decision. Instead look at the overall bumper, which one looks better to you? If it doesn't matter go with a BRZ since you can get it cheaper.
