Instead of a refundable deposit, why don't have some faith in this forum, and make sure that they post a review? After all, everyone will know who won, and bug the winner until they post their review.
If you REALLY want to narrow it down, make sure it's someone with an established reputation. Require a post count of 100 or more, and a registration date aged at least 3 months from today.
Of course, after receiving the coilovers, the winner could always just file a chargeback...
Then again, we've given a lot of discounts/freebies, in exchange for a review, and never actually got the reviews... we know who you are...
