I've never done it myself, but that is the principal, yes.

Theory behind what you're doing is changing the effective length of the balance spring which increases or decreases the force it takes to turn the balance. The different amount of force it resists from the escapement's impulse affects how much the balance wheel moves before coming back. So it affects the frequency of the oscillations.

What does the regulator look like?



On my new (perfectly functional replacement) Tissot it looks like you turn the screw between the two curved levers.



On my vintage Omega, you adjust with the pointer.

All the advice I hear says, move it a tiny bit, check timing for a week, and repeat by tiny amounts if necessary.
