They know how many they are getting between now and November, all they have to do is decide who gets them and put their options in the system. You can cancel your order any time between now and when it's built and there will be no penalty, they will just go to the next guy in line and put in a new order with his options. Once it's built, they can't cancel it, but they can still sell it to someone else just with the options you selected. Most likely what they would do is find someone in the system who has the same options as you and trade it to their dealer.

Yup, my dealer already knows they will be getting 18 BRZ's this year only. And I specifically told my sales guy that if I don't like the test drive then I'm backing out. Well now the msrp mark up will make me back out too.....let's hope that doesn't happen.
