The panel is part of the frame and if they can't pull out the dents, then they need to cut it off and weld in a new one. The sheet metal itself is cheap as hell and most of the cost to replace it is in cutting, welding, painting, and matching.

Instead of stressing about it, take it to a shop like you're supposed to and wait for the written estimate to arrive so that you'll know exactly what's going to be done.
