That estimate is a preliminary one and the adjuster doesn't have xray vision to see any additional damage that's covered up. It's standard practice to have a body shop strip it down and get a supplemental request for repair. That doesn't mean that they're going to start work, but just to reevaluate what needs to be done.
So yeah, do what the adjuster said and take it to a body shop.
