you mean the boomerang strip? its just as bright. the strip is a piece of glass with LED's behind it...there is no reflectors, so i'm not taking away anything by painting over that chrome, its just a piece of trim so your'e not taking away anything reflective from them.
it also depends how you paint it, but no it doesn't effect how bright they are as you're not changing anything to the actual lighting.
