Most of the speeding and cutting in and out seems to stem from a need to show off for whatever reason. This happens with all types of cars. In my area most of the FRS/BRZs I've seen on the road drive normal.
Training would be addressed under "regulations", as would vehicle safety requirements and penalties for stupid behaviour-just like they are in Germany. Do you mean unlicensed instead of "untrained"? I'm under the impression that checking mirrors before a lane change is included in drivers ed.
