Is it okay to move the cruise control sensor into the pedal to get rid of this wiggle space? It doesn't seem to be enough pressure to begin disengaging the clutch, but it does get rid of that annoying empty feeling at the top.

I think that means you lowered it too much. I noticed it too when I lowered it more than ~2mm below the brake pedal; the clutch just felt a lot less springy and I wasn't feeling it, so I raised it to almost level with the brake pedal and now it's perfectly solid. May have something to do with the orientation of the spring for the clutch pedal.
