That's the torque converter lock up clutch. When it locks up it eliminates torque converter slip completely which is its job. Before it locks up the engine rpm will be slightly higher than after it locks up. It is supposed to do this.

If the time lag is very noticeable it is possible you have a mechanical fault or a software issue delaying completion of the manual shift. However, bear in mind this software is adaptive so it learns to shift according to how you normally drive. Try driving more aggressively when in manual mode. Is there a Sport setting in the automatic? If so, use it when in manual mode. Should shorten the shifts.

If you drive at WOT the transmission should shift pretty aggressively and the torque converter lock up should unlock and re-lock very, very quickly, you'll not notice it happening.
