Ford isn't a luxury brand and they are making HIDs standard on the 2013 Mustang. It's probably more of a way to distinguish between Subaru and Scion in the US and also to lower cost on the Scion to better match what the brand is meant to be for. Get young people in nicely equipped and reliable cars to try and gain some Toyota brand loyalty at an earlier age since most Toyotas are boring looking cars that young people aren't that interested in.
Edit: also, pretty sure Subaru isn't a luxury brand, either
