The blinding comes from the glare as a result of HID bulbs installed in a headlight housing designed for halogen bulbs, not the cutoff. The arc of an HID bulb is different from the arc of a halogen bulb. If you don't find it blinding from the glare with these illegal HID kits installed into halogen headlight housings on cars coming up as oncoming traffic, you really need your eyes examined.
A properly designed halogen projector beam headlight with halogen bulbs can be just as effective. They were very good on the 3rd gen Integra I drove back in the 90s. HID is overrated in my opinion (mind you I've had factory installed Bi-Xenon HID on my old Mk5 Golf GTI and now also on the BRZ).
Also, projector beam headlights are adjusted using an alignment machine. Don't be ghetto and spend the money.
