Both of your statements are kind of ridiculous.
The 2.4L in the Civic Si creates 20 more ft-lbs of torque leading to a more useable power-band. Honda has been making close 200hp out of 1.8L for almost 2 decades. If they wanted to make 200hp out of a 2.0L, there is no doubt that they could.
Also, I don't know how versed you are in actually driving at or past the limit, but oversteer is fast/better than understeer is not really true. Oversteer is definitely more fun, no one can argue that. But there is a reason that the BRZ tests faster around a track than the FR-S.
