Wouldn't you agree that there is a performance gain? If there's a performance gain, then it cannot be free.
Stock class is named Stock, because it's truly meant for stock cars. If you have rims and lowering springs, the car is not stock. The two can add up to quite a bit of gains if chosen carefully. The points are meant to represent the best possible setup for a given mod, not the worst. For example, that's why coilovers are all given the same value, regardless of if you have $500 ebay coilovers or $9000 race coilovers.
