Yes! Snow or mud in a wheel has a huge impact on vibrations. I get mud and dirt caked in the wheels in my FJ when offroad and it'll vibrate so badly that it can't be driven until I knock most of it out.
Also keep in mind that chunks of ice can knock wheel weights loose, but that's not too likely since I think you're primarily in snow.
