If your car didn't come with the manuals, it's probably because they were back ordered or something. The car receives all the regional manuals and what not in Vancouver when it arrives from Japan. It's happened before for other models of cars I've had. Just speak to the dealer and they should be able to support.
Now, regarding "VAG" steel, it doesn't matter how good steel is, it still rusts. It's up to you if you want to rust proof or not; it's your car. Some people argue that oil doesn't work, yada, yada, but if you've ever seen how oil displaces water, you'd know that proper application will help slow the effects of rust. Warranty is great if you don't mind watching your car rust and then having a body shop cut, weld, body fill, and paint parts of your car down the road. I personally prefer to keep the car original because aftermarket paint sucks.

Trust me most VW dealers in the GTA are indeed stealers if you've been around that community long enough. From personal experience good dealers offering excellent customer service and support are far few and in-between (they do exists but quite a long drive).
The Subaru dealer I got my car from is even worse in which I don't want to go into too much detail (let's just say it wasn't just the missing manuals lol). I'm still trying to figure out which dealer to visit for my first service.
