If that were me, I wouldn't let the asshole leave without getting his insurance info. Hell, I once stopped a car from leaving a cemetery because someone in a Rav4 decided to swing their trunk on to my front bumper and cut it up a week after I got it repaired from another attempted hit'n run.

Personally, I don't think you should key it, but one good love tap deserves another. Just make sure you don't use your door because it'll mar your paint.
