So the answer to my whole question is simple: If you want a S/C and You haven't access to a proper TUNER/DYNO you should look elsewhere and buy another kit.

Jackson Racing sells a complete system that comes with a CARB approved tune, yes? So, you wouldn't need to actually take it in to get tuned, right?
