Again, I'll ask...why would a production unit "Scion" Monogram series be on the streets of Japan? It's not like it's some different version of the car that needs to be tested in Japan before it comes here.
And what makes you think the car photographed in the US is pre-production? Do you even know what that means? I sure do. I used to work in new model development for Denso (Toyota account), so I understand completely how this works.
