I think the issue is more like this; you bin someone else's sparkly 911 GT3 with your rental car, or you knock a biker off who ends up paralysed. Your rental company has to pay up but they say 'hey' you have breached your contract by driving on the Ring so we are coming after you for what we paid out....... which could be a lot.
