That price is lower than most of the used prices out there. In fact they have a used FR-S on their lot with 10k on it that they are charging more for than the new 22.4 car.

The dealer may have more motivation to move the new car off the lot than used. In the last number of years slightly used certified cars end up right around the sticker price of a new vehicle.
Holdover, outside of season, etc.
Its not bait and switch till you inquire and they try pull shenanigans.
22.5 sounds about right for an advertised price on a holdover 25k sticker car.
