They're actually completely different lip kits altogether.
Here's a picture of my kit next to one of my buddy's frs with the TRD lip. The TRD lip has a full grille surround while the Nur only has the two side fillers in the center. The TRD lip also has the colored portions below the fog lamp bezels that the Nur doesn't have. And of course like you said, the TRD kit has the license bracket in it. At this point I hadn't bought my plate relocator yet so in this pic my plate is still in the center. But you can at least compare to two here:
