Nope. Homemade's fix of your statement got it right - lower tire pressures (within reason) = better grip, so lowering front or raising rear pressures will "transfer" the relative proportion of grip away from the back to the front end which will give less understeer. Try it in a good sim like iRacing or rFactor.
