Is this a new car that had never been registered? Did you lose the Manufacturer's Certificate/Statement of Origin? I think you need to work with the dealer to get a duplicate from the manufacturer. I would look high and low because this is going to be a pain.

If it has been previously titled, then you can request a duplicate title via DMV.
