A lot of things can affect this. Faulty boost controller, boost leak, internal wastegate, turbo running out of breath.
It wasn't the boost controller or boost leak as I and other owners have tested both. It's a combination of internal WG not being able to control boost like external does and turbo running out of breath at higher RPMs as its rated to about 18 psi and was getting close with 16.
