For sure. Go back and look at the Chevy motor in the Chapparel race car in the 60s.

You are comparing smog choked street engines to full out race engines. The kind of HP they are talking about is impressive but certainly not unheard of in a race motor. Look at the Toyota turbocharged four cylinder from IMSA in the Gurney Eagle. That 2.1L made 750HP in endurance form with a air restrictor. It was reputed to be able to make over 1000HP in sprint configuration. That was in 1992.
