Rock chips are one risk, yes (as well as cracked windshields), but also the increased risk of an accident. If you're close enough to improve your gas mileage significantly, you're also close enough to significantly decrease your time to react to any changes in the truck's path, and you're also close enough that the truck driver probably can't see you.
