the styrene/foam pad inside the bumper makes it difficult, plus every time you take off the license plate the magnets will drop. you'd have to use something flexible to insert them from the bottom every time. also, i'm thinking that without the rear magnets held in place, the license plate bracket can shift from side to side more, and maybe scratch up the bumper. the magnets keep it in position/centered since they're fixed.
