In LA, a meter maid will give you one when you're parked on the street. This happens all the time.

God I hate LA the few times I was there. I am a realtor and work with my father, and we were taking clients out in our new Mercedes E350, which just had dealer plates. The condo was on a busy street, and there was this parking security guard writing tickets to literally almost every car parked on the street. I pulled off to the side facing the wrong way to drop off my dad and our clients in front of the condo so they didn't have to walk a mile, and the security guard jumped in her car and came up to me and starting writing me a ticket and told me that I can't face that way (even though I was pulled off to the side, the road itself clear, and I was only letting people out of my car for 30 seconds) and I thought "lol nope" and just drove away because I knew I had no plates and she can't follow me LOL
