Normally, the tuner stays powered up for a few seconds after the ignition has been turned off. (In my car at least, the door buzzer goes off if I try to open it before the tuner has fully powered down).
It is possible that certain settings are saved/written/flushed to flash during this period. If you simply yank the power (easy to do on the bench, not so much in a car), then it is possible that settings get lost.
Try pulling the power now that the Play store has been correctly configured (and state saved to flash). You might find it is no longer an issue.
