I don't really think you have a problem. Some people have reported driving 50+ Miles in a single trip without sensors before the light came on. My personal experience from last winter was that even if I wasn't parking anywhere near my summer wheels I'd have to drive over about 20 miles in a single trip before the light would come on.
As far as the dealership and legal requirements go, the dealership or other shop can't disable TPMS for, you can't sell a car with TPMS disabled, but in Minnesota there is no requirement that TPMS be functioning.
