Low speed collisions will probably cost more to repair, but bumper beams don't change how effective crumple zones are on a chassis in high speed accidents. Cars in Japan and other countries have had little to no bumper beams for quite a long time, the primary purpose for bumper beams in the US is to reduce insurance costs in those pesky 5mph tests.
