Yes there are discounts but those prices (22k) usually reflect all dealer incentives. For instance you would need to be a new graduate AND military AND returning Scion customer (or whatever other incentives the dealer is offering). Keep in mind that some of those prices can also be based on the buyer also purchasing...so for instance $22k when the dealer also purchases "dent and scratch protection" or "lifetime car washes" or something that most people will never make a claim on.
However...there are definintely deals to be had...when I bought my BRZ last August I paid less than the MSRP of base FRS. At the time I bought I htink it was the number one reason (besides WR Blue) that most people were going with the BRZ.
