A bypass actually wouldn't actually waste much energy, the compressor is only going to use the amount of energy required to generate a certain pressure ratio.

A bypass is actually a neat idea because it would bleed boost in the region where the CEL triggers but would allow full boost in the higher RPM.

Then again I always look for the mechanical solution for a problem.
